Broadcast Seminar from Inver Grove to Mankato, Brainerd & Duluth

Capital Improvement Planning is one of the most basic functions of any unit of government. Having an adopted CIP is fairly common practice and it is a document the rating agencies almost always want to see as part of the rating process.  When used appropriately as a comprehensive planning tool, it can help the Finance Director and City Council avoid surprises by helping to see capital purchases planned in future years and to ultimately stabilize tax levies. Replacement, acquisition and/or construction of capital items/projects require a significant expenditure of not only financial, but human resources. Completing capital projects efficiently and effectively can save money and just as importantly, time. This course will cover the following issues:

  • Develop your first CIP
  • Improve upon the CIP you currently have
  • Explore how to identify capital needs
  • Discuss citizen input methods
  • Determine the cost impact of capital projects
  • Prioritization!!
  • How to finance your CIP
  • Develop a CIP computer model
  • Create your document
  • Implement your plan
  • Monitor/follow up and asset maintenance/protection
