State Tax Policies: Two Perspectives

TOPIC:  Minnesota Tax Policies 

Local government financing is affected directly or indirectly by our States tax policies and our roles as finance professionals as it relates to income, sales and property taxes.   To gain a better understanding of how Minnesota’s Tax policies affects our communities, the Minnesota GFOA has invited two tax policy experts to provide their perspectives of the issues and potential improvements to the revenue structures. 

Please join us for a unique and exciting opportunity to listen to two great speakers on a topic(s) which affects our roles as finance professionals.   This is a one hour session due to the topic nature.

SPEAKER: 

Mark Haveman, Executive Director Minnesota, Center for Fiscal Excellence 

Jeff Van Wychen, Policy Fellow and Director of Tax Studies, Minnesota 2020 

TIME: 11:00 AM – Program

          12: Noon – Networking Luncheon 

MENU: Roast chicken, slow-roasted beef, three salads and fruit, potatoes and other vegetables, caramel pecan cheesecake

Speaker Bio: 

Mark Haveman is Executive Director of the Minnesota Center for Fiscal Excellence. Mr. Haveman is the author of numerous research and education publications on state and local tax policy and government finance. Mark was a member of Governor Pawlenty’s 21st Century Tax Reform Commission as well as numerous other Board, committees, commissions and agencies relating to public policy development.

Jeff Van Wychen is Policy Fellow and Director of Tax Studies for Minnesota 2020.  Mr. Van Wychen has been a policy analyst for various local governments and non-profit organizations for more than 25 years including City of Minneapolis and the League of Minnesota Cities.  He has also served as the senior research analyst in the office of Governor Mark Dayton.  Mr. Van Wychen has authored numerous publications regarding tax policy and maintains a comprehensive property tax model capable of assessing trends in property taxes and state aids within each Minnesota taxing jurisdiction. 


Como “After Hours”

Michelle Furrer, Como Park & Conservatory Campus Manager/Director, will be providing us with a 30 to 45-minute “walking/financing” tour of Como’s grounds after the speakers and luncheon beginning around 1:15 pm.  She has graciously offered to give us the inside scoop on how Como is financed, managed and its new as well as upcoming projects as we tour the lions, tigers and bears and primates (new gorilla exhibit) and ostriches and giraffe and penguins and . . . Oh my!
